Chapter 354 Special Officer Programs

Carrier Determines Need

A Florida common carrier identifies operational risks requiring statutory enforcement authority. such as cargo theft, trespass, passenger safety concerns, infrastructure protection, or investigative support.


FCCS conducts a structured consultation to evaluate operational scope, geographic footprint, and enforcement requirements.

Carrier Appointment Under Chapter 354

Pursuant to Chapter 354, Florida Statutes, the common carrier formally appoints designated individuals as Special Officers.


Authority exists only upon carrier appointment.

The carrier:

  • Appointment
     
  • Defines operational scope
     
  • Retains program oversight
     

FCCS prepares documentation, policy framework, and administrative structure to ensure statutory compliance.

Administrative & Compliance Framework

FCCS establishes:

  • Appointment documentation procedures
     
  • Credentialing standards
     
  • Uniform and identification compliance
     
  • Reporting and documentation protocols
     
  • Operational policy alignment
     
  • Coordination structure with local law enforcement
     

All authority remains carrier-driven and limited to Florida common carrier operations.

Operational Deployment

 Carrier-appointed Special Officers are deployed within the scope authorized by Chapter 354.

Deployment may include:

  • Facilities and terminal protection
     
  • Rail yards and right-of-way monitoring
     
  • Bus stations and passenger terminals
     
  • Cargo security operations
     
  • Targeted investigations
     
  • Enforcement presence and deterrence
     

Authority is exercised strictly within statutory limits and carrier designation.

Oversight & Scalability

 Programs are scalable based on carrier need.

Options may include:

  • Investigations-only model
     
  • Limited operational coverage
     
  • Full-time deployment structure
     
  • Multi-location statewide programs
     

FCCS provides structured administrative oversight while preserving carrier control of appointments.

Florida Statewide Coverage

FCCS operates exclusively within the State of Florida and serves common carriers statewide. All Special Officer authority is limited to Florida common carrier operations pursuant to Chapter 354, Florida Statutes.
